If you got a new device and still have your old iOS device then you can transfer progress on your own.
There are several methods that allow to transfer not only your content but also Cradle of Empires progress:
1 - Quick start feature provided by Apple. See detailed instructions on Apple support pages:

It allows you to migrate from one device to another with minimal efforts and your game progress will be transferred too.
2 - Via iCloud backup. First of all you will need to create complete backup of your content on your old device:

And after that restore it on your new device:

Important: depending on space occupied on your old device you may need to purchase extra iCloud space. If you purchased new device you may get temporary iCloud storage, see detailed information on Apple support pages: https://support.apple.com/104980
